The essay examines how through the instrument EGTC Europe-
an Union member states, regional authorities, local authorities and
public bodies can promote regional cooperation in strengthening
the economic and social cohesion, implement programs, territorial
cooperation projects co-financed by the territorial European Union
(Social Fund, Cohesion Fund, European Regional Development
Fund), other actions of territorial cooperation between them, even
in the absence of European financial contributions. The possibility
of setting up an EGTC also extends to the associations of Europe-
an Union member states, regional authorities, local authorities and
public bodies such as that formed by the provinces of Pordenone
and Udine with the approval of 29 August 2007 identical regula-
tions and the text of a memorandum that gave effect to the possi-
bility of establishing an Association between the provinces under
Article. 29 of Regional Law 9 January 2006, n. 1.
