The issue is to point out factors that affect negatively on the citizens. These are: the growing deficit of the political decision-making capacity; the progressive loss of sovereignty of nation states; the crisis of representativeness of parliamentary bodies and the emergence of vertical subsidiarity. These factors have led to a radical crisis of the conditions of effectiveness of the control of citizens,which is converted, from a potentially efficient tool of participation in the exercise of power, in a kind of abstract reminder of dubious democratic quality.
