The essay provides experimental paths for the protection of lin- guistic and national minorities, with particular reference to the ea- stern Italy and Friuli-Venezia Giulia Region in the period before the introduction of the new European regulatory framework in 2006 which introduced the possibility of setting up European Groups of territorial cooperation. The CBC (crossborder cooperation) and the evolving role of regions and local authorities in the field of “in - ternational relations” are considered by the author useful to achieve better international relations in areas where minorities are divided by borders of nation states
