Lo studio delle folle occupa un ruolo centrale nella storia delle Sociologia sin
dalle sue origini alla fine dell’Ottocento. Il tema appare di grande importanza anche ai nostri
giorni. In particolare, negli ultimi quattro anni, con l’ascesa dell’auto-proclamato Stato islamico,
numerosi attacchi terroristici hanno colpito in maniera indiscriminata assembramenti di
persone anche in Occidente, specie in contesti urbani. Oltretutto, il clima generale di tensione
può favorire incidenti come quelli avvenuti nel centro di Torino la sera del 3 giugno 2017,
pochi giorni dopo l’attacco suicida di matrice jihadista al termine di un concerto a Manchester.
L’articolo intende esaminare il problema del controllo della folla in Italia nella fase attuale e
il possibile coinvolgimento di strutture civili a livello locale nella gestione degli eventi, a fianco
delle forze dell’ordine e delle forze armate. In particolare, il sistema composito della protezione
civile, forte delle sue capacità e delle esperienze maturate sul campo, potrebbe offrire un contributo
rilevante, entro i limiti dei suoi compiti e delle sue competenze, per la tutela della safety The study of crowds has played a central role in the history of Sociology since

day. In particular, in the last four years, with the rise of the self-proclaimed Islamic State,
several terrorist attacks have indiscriminately hit gatherings of people in the West, especially
in urban contexts. Furthermore, the general climate of tension can favor incidents like those
occurred in the center of Turin on the evening of 3 June 2017, a few days after the jihadist suicide attack at a concert in Manchester. The article intends to examine the problem of crowd
control in Italy and the possible involvement of civil structures at the local level in event management,
alongside law enforcement agencies and armed forces. In particular, the composite
civil protection system, thanks to the skills and experience it has gained in the field, could offer
a significant contribution for people’s safety, within the limits of its tasks and its competences.
