The paper (unpublished, original, at invitation of the Editor and accepted by the Scientific Committee) considers the Italian electoral law, analyzing the connections with topics such as the "form of Government ", the " top governing Bodies" and some of their functions and the system of "sources of law", particularly with regard to as expected, expressly or implicitly, by the Constitution. The attempt is to demonstrate the reasons why, despite the fact that the electoral law is formally adopted by an Act of Parliament (apparently has, therefore, a force equivalent to that of a 'normal' ordinary law) it actually has, by virtue of the 'role' that ends up occupying by a character of "extraordinary" that contrasts with the 'ordinary', in fact, that the law requires and that only, ends explaining many of the events that accompany the approval (or attempts to approval) of any electoral law or modifications thereof.
