LA CARTOGRAFIA REGIONALE PER LA TUTELA E LA VALORIZZAZIONE DEI BENI AMBIENTALI. L’ATTIVITÀ DELLA REGIONE VENETO THE VENETO REGION MAPPING FOR THE PROTECTION AND VALORISATION OF ENVIRONMENTAL ASSETS. THE ACTIVITY OF THE VENETO REGION

Nell’ambito delle iniziative che si stanno definendo nel processo di innovazione tecnologica della Pubblica Amministrazione, orientate verso l’attuazione del “Codice dell’Amministrazione Digitale” (D. Lgs. 82/2005) e in coerenza con quanto previsto a livello europeo (direttiva INSPIRE), sono di particolare rilievo quelle relative all’ “Informazione Territoriale” e al sistema di “regole” per la condivisione e diffusione dei dati. La Regione del Veneto, in questo articolato scenario, ha sviluppato progetti finalizzati a definire la standardizzazione dei dati territoriali; in particolare, in attuazione di un Protocollo d’Intesa con il Ministero per i Beni e le Attività Culturali, è stata prevista l’informatizzazione delle basi informative per l’elaborazione del Piano Paesaggistico Regionale e la definizione dei criteri di rappresentazione e georeferenziazione su cartografia vettoriale dei beni paesaggistici. Inoltre, nell’ambito del SIT regionale, è stata sviluppata l’“Infrastruttura Dati Territoriali” per veicolare, attraverso il Geoportale, le Informazioni Territoriali nelle sue diverse componenti, cartografiche (Carte Tecniche Regionale raster e vector, database geografici, fotoaeree, ortoimmagini), geodetiche (Rete di stazioni permanenti GPS, linee di livellazione), tematiche (Carta copertura del suolo, Quadro conoscitivo per la pianificazione urbanistica e territoriale), fornedo ai cittadini un innovativo sistema di accessibilità e diffusione dell’ “Informazione Territoriale” In range of the initiatives that are actually being defined in the process of technological innovation in Public Administration, are giving prominence those relating the “Geographical Information” and to the system of “rules” for the sharing and dissemination of the data. These initiative are oriented towards the implementation of the ”Digital Administration Code” (D.Lgs. 82/2005) and in line with the provisions at European level (INSPIRE Directive). Veneto Region, in this articulated scenario, has developed projects aimed at defining the standardization of the spatial data; in particular, pursuant to a Memorandum of Understanding with the Ministry of Cultural Heritage and Activity, has been scheduled the computerization of the data for the processing of the Regional Landscape Plan and the definition of the representation and geocoding criteria on the vectorial map of the landscape heritage. Moreover, as part of the Regional Geographical Information System, it has been developed the “Spatial Data Infrastructure” to spread through the Geoportal, the Geographic Information and its various components: cartographic (Raster and Vector Regional Base Maps, geographical databases, aerial images, ortho images), geodetics (GPS Permanent Net Stations, levelling lines), thematic (Land Cover Map, Cognitive Frame for the Urban and Territorial Plan), giving to the citizens an innovative system for the accessibility and dissemination of the “Geographic Information”
