The theme of the urban settlements in Italy is linked to that of the formation of the corresponding metropolitan cities. Of these is discussed since the Law 142 of 1990. They were also included in Title V of the Constitution , which has once again become highly topical after the Decree Law of 6 July 2012, n. 95, amended and supplemented several times to both Article 17 on the "Reform of the provinces and their functions" that Article 18 on the "Establishment of the Metropolitan cities and suppression of provinces of their territory".
In fact, both the problem of the governance of "vast" urban areas, through the attempt of the establishment of the Districts (Comprensori) in the 60s and 70s, that the knowledge that sooner or later you will need to create settlements of comparable size with those of many other countries, in order to be able to better relate to international and global networks of cities, of paramount importance to cultural exchanges and economic aspects, are deficient problems in Italy for a long time.
The paper focuses on the concept of cities and Metropolitan city in particular, with reference to their governance and to possible solutions to be implemented for the case of Venice.
