In the past years, in Italy, there was a marked decrease in public expenditure for investment in transport infrastructures, Through the trend has recently shown reversal signs. In the last ten years very few new infrastructures have enhanced the national transport system, nevertheless traffic has been in constant growth. Without suitable infrastructural measures for transport demand, this could in the near future lead to the saturation of the remaining capacities of the transport network, with heavy consequences for the social and economic development of the country. The following paper present a new approach to the problem of choice among alternative transportation projects, which accounts for the different nature of two types of the agents involved in the decision making process: technicians and politicians.
