The paper represents the report of the Mission Oceans and seas.. Board, ufficially appointed by the European Commission. The blue growth and blue economy contexts in Europe are deeply analyzed and 5 objectives plus 17 targets for future actions are proposed. The report has been officialy presented to the European Commission in September 2020
