Tirana municipality’s need was to start to handle the garbage problem which they had never taken care of and which was creating serious problems in the SHARRA landfill.
The Ministry of Cooperation did a tender to solve the Sharra problem. This tender has been won by a joint of Italian companies.
Alongside with the problem of the landfill the project dealt with the organization of the garbage collection in town that, up to that moment, had not been taken care of at all.
The steps to be approached were:
- best site location of the bins
- optimization of the routes of the vehicle collecting the bins
- certification and control of the activity done by the vehicles, because the garbage collection is done by four private companies trying to do the minimum and get paid anyway.
