This paper focuses on a number of critical issues in the process of implementing the NRRP,
which concern both the regional and state “form of government” and the division of
competences between central institutions and regional autonomies. The essay deals with these
issues in the light of the obligations of the Regional Councils during the so-called “European
sessions” of the Councils.
