In a Cross-Border Perspective: Territorial Prospects and Port Developments

Abstract
This contribution explores the complex challenges and strategic opportunities associated with maritime governance and cross-border cooperation in the European context, with a focus on port development and territorial integration. The analysis begins by reflecting on the institutional and structural shortcomings that hinder innovation in public transport models, using the dissolution of the Institute for Transport Studies as a symbolic case. It then considers the relevance of establishing academic and professional training in maritime administrative law, suggesting the creation of specialized educational programs. Further attention is given to applied research initiatives addressing green port development and regulatory issues at the intersection of food law and industrial safety within port territories. These investigations highlight the dynamic relationship between infrastructure innovation and sectoral regulation. The heart of the discussion centers on cross-border regions, home to 37.5% of the EU population and divided by 38 internal frontiers. These regions often suffer from structural disadvantages, including economic underdevelopment and talent migration. Territorial cooperation, according to the author, must aim to ensure economic prosperity, balanced regional growth, and sustainability. This includes promoting quality of life through investments in healthcare, education, innovation, and labor mobility. Finally, the contribution calls for deeper harmonization of maritime policies across European jurisdictions, acknowledging the tension between national sovereignty and common European interests. Emphasis is placed on the value of mutual learning, policy coordination, and shared responsibility to address divergences in administrative cultures, legal frameworks, and institutional capacities. The reflection is situated within the broader symbolic framework of institutional anniversaries, underscoring the importance of scholarly collaboration and open dialogue in shaping inclusive, forward-looking maritime governance strategies.
