LA DEFINIZIONE DEI CONFINI DELL’ALBANIA TRA PRINCIPI TEORICI E INTERESSI POLITICI THE DEFINITION OF THE BORDERS OF ALBANIA BETWEEN THEORETICAL PRINCIPLES AND POLITICAL INTERESTS

L’Albania attualmente confina con il Montenegro a nord, con la Serbia o più propriamente con il Kosovo a nord-est, con la Repubblica ex Iugoslavia di Macedonia ad est e con la Grecia a sud. Il contributo, tramite l’analisi delle carte storiche di un pregevole atlante del 1868, vuole documentare la problematicità della definizione dei confini albanesi, che furono definiti convenzionalmente, ad eccezione della linea costiera, dopo la proclamazione dell’indipendenza, nel Congresso degli Ambasciatori del 1912-1913 a Londra. Il principio che guidò la definizione dei confini fu il rispetto della nazionalità albanese in relazione alle caratteristiche fisiche del territorio. Tuttavia alcune comunità rimasero tagliate fuori dai confini nazionali e questa esclusione è stata nel tempo causa di conflitti e di richieste di variazioni, che non hanno ricevuto molta attenzione. Queste dinamiche geopolitiche non sono solo problematiche, ma trovano il loro riscontro nelle rappresentazioni cartografiche che evidenziano come i confini convenzionali albanesi non rispettino le vocazioni territoriali. Albania is currently bordering Montenegro to the north, Serbia or more specifically with Kosovo to the northeast, with Former Yugoslav Republic of Macedonia to the east and south to Greece. The contribution, through the analysis of historical maps of a valuable atlas of 1868, will document the problematic nature of defining the borders of Albania, which were conventionally defined, with the exception of the coastline, after independence, in London by the Congress of Ambassadors in 1912-1913. The principle that guided the definition of boundaries was the respect of Albanian nationality in relation to the physical characteristics of the territory. However, some communities remained cut off from national boundaries and this exclusion was because of time conflicts and requests for changes, which have not received much attention. These dynamics are not only geopolitical issues, but they are reflected in the cartographic representations that show the boundaries of conventional Albanians do not respect the territorial vocations.
