Accountability Systems in Education

Abstract
Accountability systems in education has been longly debated and criticized. In this paper we face with some solution to the main problems of these systems, that can be overcome by using Rasch measures of students abilities in basic skills. Some new results on value-added analysis are reported based on models that take account of measurement errors in abilities. This results show that ideas regarding the effect of socio-economic status on learning must be reconsidered.
