In the praefatio of the Panegyric for the consulate of Mallius Theodorus (designate in place of Stilicon in 399), Claudianus makes an allusion to a complex political situation between
the pars Orientis and the pars Occidentis, of which he offers an
ideological vision to support the court of Milan. Trough the delphic allegory oftwo eagles, Honorius (and Stilicon) puts on the centrality of Jupiter, vouching forthe knowledge and the unity of the two parts ot the empire.
