The purpose of this paper is: i) to discuss methodological issues concerning the use of naturai resources in the agricultural sector, ìi) to illustrate the nature of economic conflicts among the agents competing for the same resources, with different property rights, iii) to propose a model to find an optimal solution in terms of welfare distribution.
