The Autor analyzes the socio-environmental conflicts that revolve around the Páramo de Santurbán, a Colombian intertropical mountain ecosystem. This case constitutes a historical and very important reference, in addressing the rights to the healthy environment. It is the first time the Constitutional Court of Colombia delimited a natural park considering diverse reasons, among them, the transcendence of democratic spaces for citizen participation.
