Abstract
The constraints that must be imposed on the parameters of the theory of cosmological turbulence are analyzed in detail. It is shown that a rather stringent upper limit to the vortex velocity on the maximum scale arises from the necessity of avoiding small-scale fluctuations of the relict radiation exceeding the observational limits. It is also shown that if the exact time evolution of the degree of ionization of matter is taken into account, damping of the eddy motions in the recombination process is more effective than previously considered. The main conclusions are: (1) the primeval turbulence theory is not compatible with observations in a low-density universe; and (2) it cannot account for the large angular velocity of the Local Supercluster claimed by de Vaucouleurs (1971).
