The volume proposes a timely reflection on the issues of assistance, security, social rights and welfare in the course of the twentieth century. The great political / institutional transformations as well as the passage through different state forms make the case study of Trieste and Venezia Giulia particularly interesting. If the red thread of social disorder never really breaks over the time taken by the wise, they change over time the causes of so much poverty and poverty and also change the political choices of institutions (between Austria And Italy, between dictatorship and democracy) in front of so vast phenomena. The nine-year Allied Military Government is, in turn, a crucial moment (and unique in Italy) for the development of a welfare system capable of remodeling the nature and expression of social rights. Il volume propone una puntuale riflessione sui temi
dell’assistenza, della sicurezza, dei diritti sociali e del welfare
nel corso del Novecento. Le grandi trasformazioni politico/istituzionali,
nonché il passaggio attraverso forme statuali diverse rendono di
particolare interesse il case study di Trieste e della Venezia Giulia.
Se il filo rosso del disagio sociale non si spezza mai veramente lungo
l’arco di tempo preso in considerazione dai saggi, mutano invece,
nel tempo, le cause di tanta indigenza e di tanta povertà e mutano altresì
le scelte politiche delle istituzioni (tra Austria e Italia, tra dittatura
e democrazia) di fronte a fenomeni di così vasta portata. I nove anni
del Governo Militare Alleato costituiscono, a loro volta, un momento
cruciale (e unico in Italia) per l’elaborazione di un sistema di welfare,
capace di rimodellare la natura e l’espressione dei diritti sociali.
