Open Educational Resources (OERs) are key to promoting access and inclusion. Despite the EU recognizing their importance for educational innovation, OER adoption remains limited. This study explores ENCORE, a tool for undergraduate and prospective teachers to foster open education by enhancing pedagogical knowledge and values. Combining AI-driven tools to retrieve relevant OERs, ENCORE supports course design addressing challenges like digitalization, climate change, and postCOVID economic recovery. Two project-based workshops on ENCORE (N=64) showed significant prepost gains in OER knowledge and practices (p<.001). Moreover, the UTAUT scale findings highlight performance expectation and behavioral intention as key factors, confirming ENCORE’s validity for teacher training to embrace an open educational perspective.
