During the past, “social agriculture” has appeared under many different aspects, all considered in the same “tag”. The Italian law 18 agosto 2015,
n. 141 (“Disposizioni in materia di agricoltura sociale”), “promuove l’agricoltura sociale quale aspetto della multifunzionalità delle imprese agricole” (art. 1,
“Finalità”) and m.d. no. 12550 of 18 th december 2018 establishes minimum requirements and procedures relating to the social farming activities referred
in the art. 1, paragr. 1 of l. n. 141/2015. The paper examines the topic of social farming development, mainly the European and domestic dynamics, outlining the importance of strategic regulation and suggests to consider with attention the premises, the ratios, the technics and the consequences of “soft law” (Opinion of the European Economic and Social Committee on “Social farming: green care and social and health policies”, 2013/C 44/07) or a “soft regulation” as a method of governance.
