LA SFIDA COMUNE DELL'AREA DEL PROGRAMMA CHE TUTTI I PARTNER STANNO AFFRONTANDO CONGIUNTAMENTE IN QUESTO PROGETTO WASTEREDUCE è il primo progetto Interreg Italia-Croazia che sostiene le politiche e le pratiche di protezione ambientale dell'UE e locali relative alla gestione dei rifiuti nei siti protetti e Natura 2000. La sfida transfrontaliera consiste nel ridurre l'impatto dei rifiuti sulle aree verdi e blu e nel migliorare la gestione dei rifiuti nelle aree protette e nei siti Natura 2000, contribuendo a diverse direttive e strategie chiave dell'UE: Direttive quadro Habitat, Uccelli, Rifiuti e Acqua e Direttiva quadro sulla strategia marina (MSFD). L'inquinamento ambientale nelle aree protette e nei siti Natura 2000 in Italia e Croazia, dovuto alla produzione incontrollata di rifiuti da parte delle attività umane, è una delle principali minacce per la biodiversità e gli ecosistemi, soprattutto quelli acquatici. Molte aree protette sono attraversate da ecosistemi acquatici, che rappresentano il principale “veicolo” dei rifiuti verso il mare. La presenza di rifiuti nell'ambiente di queste aree può causare una perdita di biodiversità, alterare i processi ecosistemici, aumentare le fonti diffuse e puntuali di inquinamento delle acque, diminuire i valori ricreativi e compromettere la qualità delle attività umane. WASTEREDUCE riunisce 8 importanti partner pubblici e privati provenienti da Italia e Croazia. Grazie alle loro conoscenze, all'esperienza e al trasferimento di conoscenze su questo tema, il partenariato lavorerà in sinergia per combattere l'inquinamento, cioè per ridurre l'impatto dei rifiuti sull'ambiente delle aree protette e dei siti Natura 2000 e, indirettamente, per preservare i loro ecosistemi. Il progetto consentirà in primo luogo alle istituzioni che gestiscono le aree protette e i siti Natura 2000 e ad altri soggetti interessati che operano in queste aree, nonché alle autorità pubbliche nazionali, regionali e locali, di affrontare le sfide comuni legate al problema della produzione di rifiuti in queste aree vulnerabili. Queste sfide includono: a) lacune nell'identificazione e nella valutazione delle politiche esistenti e delle pratiche innovative finalizzate alla prevenzione e alla riduzione dei rifiuti; b) la comprensione del comportamento dei visitatori nel cestinare i rifiuti e nell'abbandonarli in modo negligente o doloso e il cambiamento di questi comportamenti; c) la mancanza di consapevolezza dei rischi ambientali e socio-economici dell'accumulo di rifiuti; d) la scarsa cooperazione tra le autorità pubbliche e i principali stakeholder nell'implementazione di misure e attività di gestione integrata dei rifiuti. OBIETTIVO GENERALE DEL PROGETTO E CAMBIAMENTI ATTESI RISPETTO ALLA SITUAZIONE ATTUALE Il progetto mira a migliorare la gestione dei rifiuti nelle aree protette e nei siti Natura 2000 attuando azioni concrete e congiunte per affrontare il fenomeno dei rifiuti da diversi punti di vista e metodi di intervento. A tal fine, il progetto attuerà azioni concrete per monitorare, prevenire, ridurre e mitigare l'impatto dei rifiuti. I cambiamenti attesi da questo progetto comprendono: a) il miglioramento delle politiche e delle pratiche di gestione dei rifiuti esistenti (sulla base delle conoscenze scientifiche e delle migliori pratiche) basate su un approccio partecipativo e adattate alle specificità delle aree protette e dei siti Natura 2000; b) la sensibilizzazione e il cambiamento del comportamento dei visitatori e degli altri soggetti interessati, la cui azione può influenzare in modo significativo la prevenzione e la riduzione dei rifiuti nelle aree protette e Natura 2000; c) la riduzione dei costi ambientali e socio-economici della gestione dei rifiuti e degli impatti correlati; d) il miglioramento della cooperazione tra i soggetti interessati a livello transfrontaliero, nazionale, regionale e locale nel campo della gestione dei rifiuti. I RISULTATI CHE IL PROGETTO PRODURRÀ E COLORO CHE NE BENEFICERANNO Il progetto WASTEREDUCE segue un approccio di cooperazione transfrontaliera, coinvolgendo tutte le parti interessate (a livello trasversale, nazionale, regionale e locale) in tutte le sue attività per realizzare: Output 1. Relazione sulla comprensione del comportamento umano finalizzato alla raccolta differenziata e all'abbandono dei rifiuti; identificazione dei bisogni finalizzati alla prevenzione e alla riduzione dei rifiuti nelle aree protette e nei siti Natura 2000; valutazione dello stato e delle attività incentrate sulle problematiche dei rifiuti da parte delle istituzioni che gestiscono o operano nelle aree protette e Natura 200. Output 2. Sviluppo di politiche e strategie transfrontaliere finalizzate al monitoraggio, alla prevenzione e alla riduzione dei rifiuti nelle aree protette e nei siti Natura 2000. Output 3. Sviluppo e implementazione di soluzioni per il monitoraggio, la prevenzione e la riduzione dei rifiuti nelle aree protette e Natura 2000. Output 4. Creazione di aree protette e Natura 2000 pilota, con particolare riguardo ai fiumi e alle aree costiere, che abbiano implementato l'approccio WASTEREDUCE per la prevenzione e la riduzione dei rifiuti e che fungano da modello per estendere l'approccio ad altre aree protette e Natura 2000. Output 5. Azioni di gestione partecipativa dei rifiuti e di sensibilizzazione volte a promuovere il coinvolgimento dei cittadini in una prospettiva integrata (comunità locale, scuole, settore turistico, istituzioni ambientali). Output 6. Una rete consolidata di aree protette e Natura 2000, di stakeholder chiave (società di gestione dei rifiuti, ecc.) e un meccanismo di gestione dei rifiuti in cui l'approccio WASTEREDUCE è stato replicato con successo, con l'ipotesi di sostenibilità e di estensione ad altre aree dopo la fine del progetto.

The cross-border challenge is reducing waste's impact on green and blue areas and improving waste management in protected areas and Natura 2000 sites, contributing to several key EU directives and strategies: Habitat, Bird, Waste and Water Framework Directives, and Marine Strategy Framework Directive (MSFD). Environmental pollution in protected areas and Natura 2000 sites in Italy and Croatia by uncontrolled waste generation by human activities is one of the main threats to biodiversity and ecosystems, especially aquatic ecosystems. Many protected areas are crossed by aquatic ecosystems, representing the main “vehicle” for waste toward the sea. The presence of waste in the environment of these areas can cause a loss of biodiversity, alter ecosystem processes, increase diffuse and point sources of water pollution, decrease recreational values, and impair the quality of human activities. WASTEREDUCE brings together 8 key public and private partners from Italy and Croatia. With their knowledge, experience, and the transfer of knowledge on this subject, the partnership will work in synergy to fight against pollution, i.e., reduce the impact of waste on the environment of protected areas and Natura 2000 sites and, indirectly, to preserve their ecosystems. The project will primarily enable institutions managing protected areas and Natura 2000 sites and other relevant stakeholders working in these areas, as well as national, regional, and local public authorities, to address common challenges related to the problem of waste generation in these vulnerable areas. These challenges include a) gaps in identifying and evaluating existing policies and innovative practices aimed at waste prevention and reduction, b) understanding visitors' binning behavior and negligent or malicious abandonment of waste and changing these behaviors, c) lack of awareness of waste accumulation's environmental and socio-economic risks, d) low cooperation between public authorities and key stakeholders to implement integrated waste management measures and activities. THE OVERALL OBJECTIVE OF THE PROJECT AND THE EXPECTED CHANGE THIS PROJECT WILL MAKE TO THE CURRENT SITUATION The project aims to improve waste management in protected areas and Natura 2000 sites by implementing concrete and joint actions to address the waste phenomenon from different angles and intervention methods. To this end, the project will implement concrete actions to monitor, prevent, reduce, and mitigate waste's impact. The expected change brought about by this project includes a) improving the existing waste management policies and practices (based on scientific knowledge and best practices) based on a participatory approach and adapted to the specificities of protected areas and Natura 2000 sites, b) raising awareness and changing the behaviour of visitors and other stakeholders whose action can significantly influence the prevention and reduction of waste in protected and Natura 2000 areas, c) reduce the environmental, socio-economic costs of waste management and related impacts, d) improving the cooperation between stakeholders at the cross-border, national, regional and local levels in the field of waste management. THE OUTPUTS PROJECT WILL PRODUCE AND THOSE WHO WILL BENEFIT FROM THEM The WASTEREDUCE project follows a transboundary cooperation approach, involving all relevant stakeholders (at cross-board, national, regional, and local levels) in all its activities to deliver: Output 1. Report on the understanding of human behaviour aimed at binning behaviour and waste abandonment behaviour; identification of needs aimed at waste prevention and reduction in protected areas and Natura 2000 sites; assessment of the state and activities focused on waste issues of institutions that manage or operate in protected and Natura 200 areas Output 2. Developed cross-border policies and strategies aimed at monitoring, preventing, and reducing waste in protected and Natura 2000 areas Output 3. Developed and implemented solutions for monitoring and preventing, and reducing waste in protected and Natura 2000 areas Output 4. Establishment of pilot-protected and Natura 2000 areas with specific regards to rivers and coastal areas that have implemented the WASTEREDUCE approach to waste prevention and reduction and act as models through which the approach is extended to other protected and Natura 2000 areas Output 5. Participatory waste management and awareness-raising actions aimed at promoting citizen involvement in an integrated perspective (local community, schools, tourism sector, environmental institutions) Output 6. An established network of protected and Natura 2000 areas, key stakeholders (waste utilities, etc.), and a waste management mechanism in which the WASTEREDUCE approach has been successfully replicated with the assumption of sustainability and extension to other areas after the end of the project.
